India Oil & Gas Market to Reach USD 531 Billion by 2032, Growing at a CAGR of 5.92% During 2026–2032

The India oil & gas market was valued at USD 350 billion in 2025 and reached USD 376 billion in 2026, with projections indicating it will attain USD 531 billion by 2032, expanding at a CAGR of 5.92% during the 2026–2032 forecast period. This growth is underpinned by upstream regulatory reform, rising domestic hydrocarbon demand, and sustained investment across the exploration-to-refining value chain.

The government has accelerated upstream development through the Oilfields (Regulation and Development) Amendment Act, 2025, and the Petroleum and Natural Gas Rules, 2025, which modernize the exploration licensing framework. Additionally, blocks covering over 3.78 lakh sq. km have been awarded under the Hydrocarbon Exploration Licensing Policy, attracting committed investments of approximately USD 4.36 billion, while a 34,233 km natural gas pipeline network has been authorized to build a national gas grid.

In parallel, oil dominates the product type segment with a 71% share, led by High-Speed Diesel at 41.1% of total petroleum product consumption in FY 2025–26. Moreover, crude oil accounts for 58% of the hydrocarbon type segment, reinforced by its role as the primary refining feedstock and by fresh capacity additions such as the USD 9.2 billion HPCL Rajasthan Refinery expansion to 9 MMTPA at Pachpadra.

Regionally, West India leads with a 39% market share, anchored by the Mumbai High offshore field and Petronet LNG’s expansion of the Dahej Terminal from 17.5 MTPA to 22.5 MTPA. Consequently, the market remains moderately consolidated, with the top five players—ONGC, IOCL, Reliance Industries, BPCL, and HPCL—collectively accounting for approximately 67% of the overall market through the forecast period, as stated in the recent report “India Oil & Gas Market Analysis, 2026”.
